The two-letter initials “NO” or “OS” indicate: Open Skies

 

The first experimental special-purpose aircraft (official designation "R") Tu-214ON "Open Skies", developed by the Tupolev Design Bureau, was assembled by the Kazan Aviation Plant in May 2011 by order of the JSC “Radio Engineering Corporation “Vega” and made its first flight on June 1, 2011 in Kazan.

The aircraft completed 24 test flights and was scheduled to be certified in 2012 (according to ITAR-TASS).

The Tu-214ON is equipped with modern electronic reconnaissance/surveillance equipment, including (according to the agreed permission):
 
- Panoramic camera  A-840ON, one  AK-111 topographic camera and two perspective AK-112 (aviation type) with an accuracy of 30 cm
- Ronsar sideways-looking, synthetic aperture radar for aerial observation at different altitudes under difficult weather conditions (with an accuracy of 3 m)
- TV cameras with an accuracy of 30 cm
- IR cameras with an accuracy of 50 cm

According to the company, the aircraft is equipped with modern equipment for aerial photography and other electronic surveillance equipment, which is being provided for the first time.
All aircraft equipped with reconnaissance equipment and special-purpose systems were exclusively Russian-made.

The aircraft was developed in accordance with the Open Skies Treaty (ratified by 27 countries in 1992). The Open Skies agreement allowed countries to control their airspace to maintain peace. As of 2012, 34 countries were parties to this international treaty.

Once put into operation, the aircraft will gradually replace the outdated Tu-154 and An-30. The second aircraft is being assembled at the Kazan Aviation Plant named after S.P. Gorbunov (2012).

During its presentation at MAKS-2011, the airliner received high praise from representatives of countries such as Italy, Norway, Canada and the USA.

The main operator of the airliner will be the Ministry of Defense of the Russian Federation.
