This project was about the construction of an amphibian-bomber aircraft. At the initial phase, the bomber would be equipped with 8 VK-15M type engines, would achieve a cruising speed of 3.000 Km/h in a height of 20,8 Km, and a range of 14.300 km.

According to the manufacturers, in case of extensive use of titanium in the construction of the vessel, it could reach up to 4.500 km/h at a height of 28.000 m. The weapons would include nuclear missiles of 1-5 Megatone with a maximum range of 1000 km, or projectiles of 1 Megatone. For missions against surface ships it would carry missiles with nuclear warhead of 0,3 Megatone.

The defensive weapons would be 4-5 air-to-air missiles with a range of engagement beyond 10 km. The standard defensive weapons would be two turrets.
