A high-wing, braced twin-engine monoplane with a twin tail and fixed two-wheel landing gear. The aircraft could carry up to 16 passengers, nine paratroopers, or nine wounded on stretchers.

The Shche-2 was developed by the KB-42 design bureau under the leadership of A. Ya. Shcherbakov. A total of 567 aircraft were produced.
