The special-purpose transport aircraft was developed in 1944–1945 based on the Er-2 bomber and was equipped with ACh-30B diesel engines, each producing 1,500 hp. To improve comfort, all armament was removed from the aircraft.

The modified aircraft never entered serial production due to the sudden death of its designer, V. G. Ermolaev. Only a few units were produced before the project was discontinued.
