The Kh-66 (Kh-66) was the first production missile designed and developed exclusively as an "air-to-surface" missile. Its development began in 1966. To control its direction, a mechanism derived from the RS-2US air-to-air missile was used, and its propulsion system from the R-8 air-to-air missile.

A MiG-21PFM aircraft was used for the tests, while guidance to the target was done through the RP-21M (RP-21) station. This missile was used as a basis for the development of the X-23 missile (Kh-23).
