Design and development of the missile began in the 1950s (specifically in 1955) by the OKB-4 design bureau, as a first-generation missile. Its first launch was made by a Yak-28K aircraft.

However, the final product, version K-8-2 (later K-8M - Izdelie 24M) was intended for the Su-11 fighters carrying the "Eagle" type radar. The K-8M missile could engage targets at heights of up to 500 m (while the K-8 had a minimum range of 5ю000 m).

Their speed reached almost 1,015 m/sec. In February 1962 the missile entered service and armed Su-11-8M aircraft. Its last, most improved version was the K-98M missile (NATO designation AA-3-2 Advanced Anab).
