The Tu-134Sh twin-engine jet aircraft, developed on the basis of the Tu-134A passenger aircraft, is an all-metal construction monoplane with a low swept wing (reinforced design), a single-keel swept T-shaped tail (reinforced design) and a retractable tricycle landing gear.

The aircraft is equipped with two bypass engine D-30 II series, they have a thrust reverser. The power plant is housed in side engine nacelles attached to horizontal pylons in the rear fuselage. The first flight took place on February 12, 1971.
The aircraft was produced in two versions: Tu-134-1 with the Rubin radar for training long-range and naval aviation navigators and Tu-134Sh-2 with the Initiative-2 radar for training front-line aviation navigators. Serial production was carried out from 1971 to the beginning of 1980. Built 90 aircraft based on the Tu-134A.

To simulate bombing, multi-position beam holders were installed on the aircraft, for transporting aerial bombs of caliber from 50 to 250 kg.
