It is a high-wing monoplane, four-engine aircraft developed based on the Il-76MD-90A.
The aircraft is equipped with a modern cockpit, designed with human factors in mind and is complete glass cockpit, equipped with eight (8) large color LCDs (Liquid Crystal Display) and three 'intelligent' control panels.

The aircraft is equipped with four new generation PS-90A-76 two-shaft turbofan engines with high / higher bypass ratio and increased maximum take-off thrust.
Specific fuel consumption is 12-14% lower than that of the D-30KP engine, installed in advanced versions of aerial refuelling tanker.
All of these modifications have resulted in an increase in range and a larger fuel-payload for refuelling aircraft.

ΤThe Il-78M-90A retains its capacity as a military transport carrier, remains the ramp and equipment for air transport.
The Il-78M-90A will become the primary aircraft - air refuelling, suitable for refuelling strategic bombers, front-line planes and special aircraft.
The aircraft is capable of refuelling at the same time (from two refuelling units under each semi-wing) to two Su-27, Su-30, Su-34, Su-35 and MiG-29, MiG-35 aircraft.

While for air refuelling for strategic and special aircraft there is the refuelling unit in the tail section of the aircraft.

When the boat is parked, it can refuel up to four aircraft simultaneously.
The aircraft will be equipped with refuelling equipment: two tanks will be installed inside the cabin with a total capacity of about 50,000 kg. It will carry two refuelling units in the wing and one in the tail section.

The UPAZ 1M refuelling unit delivers fuel up to 3000 l / min.
