The CL-215 began development by Canadair (at first Canadair, after Bombardier and today Viking Air Ltd) in the early 1960s following a request from the National Research Council Canada for an amphibious firefighting aircraft. The prototype made its maiden flight on October 23, 1967.

It is a twin-engine, high-wing amphibious aircraft with a "Ψ" type tail units. The power plant consists of provided by two Pratt Whitney R-2800-CA3 Double Wasp piston engines of 2.100 hp each.

The first aircraft were received in the period 1972 – 1975 (and the last one was acquired in 1983) and joined the force of the 355 MTM (Tactical Transport Squadron) based at 112 CW, AB Elefsina.

In total, the air force acquired 20 aircraft, of which 12  aircraft are currently active, while the five aircraft crashed in the line of duty.
