Developed by Chinese Xian Aircraft Industry Corporation (XAC) as an anti ship aircraft (based on bomber H-6 IV). The aircraft carried a new search radar, Type 245, at the bottom of the nose. In the early 90's, the aircraft was modernized with a more powerful radar, new fire control system capable of carrying missiles Yingii-61 (C-601 anti-ship missile, NATO code name - “Silkworm”, a copy of the P-15 “Termit”, of the Soviets), an inertial-Doppler navigation system etc.
The permanent armament consists of seven Type 23-1 guns of 23 mm, in the fuselage turrets, guided by the aircraft radar.
