The development program of the flying gun emplacement for the Russian Air Forces, took place in the '90s.

| At first the, under-development, carrier plane Tu-330 by Tupolev, was suggested, but it was rejected. |
So the search turned to other existing carriers and at the end the Il-114T was chosen. After some modifications to the plane structure, 2 guns were added in turrets, under the fuselage, with main one this of 120 mm caliber, type 2S23 “Nona” with a max reserve of 90 high explosive cartridges. In the tail a 2Α-42 30 mm gun was installed with a1100 cartridge reserve.
The guns are placed in a way that can move in 90o degrees in both vertical and horizontal axes.

According to the specifications, the plane should be equipped with such systems as:
- high accuracy target-attack weapon system
- electro-optical sensors
- a SAR radar a 120 mm gun
- a 30 mm gun
- modern communication systems
(Note: The plane's design, even at the early stages, with it's configuration and its armature raises questions especially when the guns fire against targets (i.e. target tracing and other).
